IITs seek fee hike and common test with NITs

Thursday, September 15, 2011

IIT Council on Wednesday decided to have a common entrance test for IITs/NITs, state government-run and private engineering colleges throughout the country from 2013. It also decided to go in for a complicated fee hike structure. But there is a catch -- both the decisions are subject to approval from the state governments and the finance ministry. In case it does not meet the states' approval, only IITs/NITs - under the central government - would have a common entrance test.

The fee structure decided by the Council, the highest decision-making body of the IITs, is complex. While all students at the time of admission will pay the existing fee, after they pass out 25% of students (other than SCs/STs/OBCs) who can afford the hike of Rs 1.5 lakh to Rs 2 lakh suggested by Anil Kakodkar committee, would be made to pay the amount to their institutions in easy installments.

As to how it would be implemented, HRD minister Kapil Sibal said employers would pay to the IIT. Asked how this would be ensured, Sibal said under the proposed law that would allow dematerialisation of certificates in electronic format, employers would cross-check the validity of certificates from government and then they would be told to pay a part of salary directly to the institute.

But there were no clear answers to other questions: What happens to a student who starts his own business? What happens to students who join a foreign firm in a foreign country? One official asserted that the students would have to sign a bond at the time of admission.

Sibal said the payback by 25% students would not apply if he joins M.Tech and subsequently Ph.D. He would be charged only after he joins a firm. Exception would also be given to students who after Ph.D join the IIT faculty. Reason: There is a dearth of good faculty in IITs. But, Sibal said, the entire formulation on fee has to meet the approval of finance ministry.

As for the common entrance test, what has been decided by the T Ramaswami committee is a new kind of Joint Entrance Examination where weightage would be given to class XII marks of students and a Scholastic Aptitude Test-kind of test. In fact, the committee has given various options and no final decision has been taken on which option will be adopted. Again, as Sibal said it had not been decided how much weightage would be given to class XII marks and the SAT-like test. The marks scored by students in class XII would be `normalized' through a formula devised by experts of the Indian Statistical Institute. But the experts favoured the normalization system after doing a pilot study of only four out of 42 boards in the country. They studied the result patterns of CBSE, ISE, Tamil Nadu and West Bengal Boards.

It also needs to be pointed out that normalization as a method has been abandoned by BITS, Pilani, and even in the USA. Last year, when a committee on JEE reforms under D Acharya, director of IIT, Kharagpur, suggested normalization it was opposed by many state boards.

Cambridge University looking for partnerships in India

Aiming to strengthen its engagement with India, Cambridge University is looking to form high quality partnerships in the areas of drug discovery and disease management.

Professor Sir Leszek Borysiewicz, who is on his second visit to India after taking over as Cambridge University Vice-Chancellor last October, is keen on cementing a long-term association with high quality players in India.

In an interview with PTI here, Borysiewicz said that partnerships are the key to Cambridge remaining a successful university.

Responding to a question on whether the university is looking for partnerships in India in any specific areas, he said, "We are particularly in discussions (with Indian entities) in the area of drug discovery... in cancer and in the area of infectious diseases."

"The university is also in discussions in the area of disease management...," Borysiewicz noted.

One of the oldest academic institutions in the world, Cambridge University is the alma mater of many famed Indian personalities, including Prime Minister Manmohan Singh and Nobel laureate Amartya Sen.

He pointed out the university is looking at some partnerships in the areas of drug discovery, apart from having interactions with the Council of Scientific and Industrial Research (CSIR) and the Department of Biotechnology.

"India has the very best in the world... The purpose behind the visit is to start establishing long-term partnerships," he said.

At present, there are about 270 active projects between India and Cambridge.

Borysiewicz is the 345th Vice-Chancellor of Cambridge University and will complete one year in office on October 1.

According to him, many issues such as food security and better management of chronic diseases are shared problems of India and the UK.

"So, finding shared solutions is going to be important, but the project model can't give them the time that it takes to develop it... By establishing partnerships, which I am really interested in doing, we try to work together to find solutions," Borysiewicz said.

To strengthen the ties between Cambridge and India, there are two groups -- the Cambridge-India Partnership Advisory Group (CIPAG) and the Cambridge-India Partnership Operational Group (CIPOG).

There are more than 1,000 Cambridge alumni in India and societies operate in six cities -- Delhi, Bangalore, Hyderabad, Kolkata, Mumbai and Pune -- according to the university's website.

The worst hit were Microbiology and Biotechnology, which were once called the sunshine courses. Only 169 seats were filled of the 800-odd seats available in Biotechnology. In Microbiology, it were 93 and 372 respectively. Figures of Biochemistry too were not better.

Tourism administration that has 144 seats found only 12 takers, the percentage filled not even being 10. The traditional science subjects too were in demand though not as much as last year. For instance, while Maths was houseful last year, it failed to score centum this time.

Kannada (240) and English (92) were popular. There were more takers for Japanese than French or Telugu. Courses like Labour, Capital and Law, Speech and Hearing, Molecular Biology and Busines Law just scraped through from having zero takers.

Aiyar mocks Hans Raj again, belittles Kirori Mal too

Former minister and Stephanian Mani Shankar Aiyar, who last Friday ran down Hans Raj College in a spat with its alumnus, sports minister Ajay Maken, antagonized students and alumni of Kirori Mal College on Monday by declaring that actor Amitabh Bachchan was the "sole achievement" of KMC.

Aiyar's unprovoked remarks about KMC were delivered at a function in his alma mater, St Stephen's College, where a group of angry Hans Raj students were waiting to accost him. The MP, who had come to speak about 'Governance and Corruption: Is Panchayati Raj A Solution?', was unrepentant and mocked the Hansraj students further, saying Maken's only handicap in life was the college he went to.

"I know him (Maken). I do not think he has written that letter. He is a decent boy from a decent background with his only handicap being the college he went to," Aiyar told the set of Hans Raj students who had walked into St Stephen's College Auditorium to demand an explanation. Aiyar asked them to bring together BA-Pass students from Hans Raj and St Stephen's and make them pronounce 'dichotomous'. "I do not believe the student from Hans Raj will be able to do it," he said.

He said students should laugh off such 'jokes of academic life', adding, "If anyone discriminates against a student of Hans Raj College because of my remarks, please make it clear to him or her that I referred to Maken as being a BA-Pass. He is not a BA (Hons) student. Moreover, if any placements are affected because of my remarks, tell me and I shall personally ensure the student gets through," he said.

Around 20 students from Hans Raj College had walked in silent protest to St Stephen's in the afternoon to hand over a letter seeking an apology from Aiyar. The letter was signed by 800 students. "We want to ask him why students of one of the best colleges are at the receiving end of such a condescending remark. His remarks are directed at BA Pass students from our college, we want him to see our capabilities," said an angry Gaurav Gupta, second year student at Hans Raj.

On Friday, in a TV interview Aiyar had said that he could not believe that a BA-Pass student from Hans Raj College could use words like 'dichotomous' in a letter. The letter referred to was written by sports minister Ajay Maken, who is an alumnus of the college.

When TOI asked Aiyar about his comments, he said, "I said what I had to say. I told them some things which they did not know. They can go back and discuss it with their friends". To a student's question about why St Stephen's students could not vote in Delhi University Students Union elections, Aiyar said, "The way DUSU elections are fought they are quite contradictory to the values taught in this college."

New GRE test: A positive change

David Payne, VP & COO, Higher Education Division, Educational Testing Service (ETS), Princeton, talks to Diptiman Dewan on the changes in the GRE pattern and the drivers for the change.

What are the peak test-taking months for the GRE test?

The peak test-taking months are the fall months - September to November - each year.

What are the main changes in the new GRE pattern?

Less reliance on vocabulary that is out of context and emphasis on reading; no antonym and analogies and new types of questions in the Verbal Reasoning (VR) and Quantitative Reasoning (QR) sections ; the ability to edit or change answers, skip questions and go back within a section, and the introduction of on-screen calculator have been the main changes.

What were the reasons for this change and how will it help test-takers ?

When we analysed what students do in schools, we realised that they do less of synonyms and vocabulary-intensive work and more of reading comprehension. Hence, we added question types that represent what students encounter in academic life, both, in graduate and business schools and beyond that, in their workplaces. We dropped the single item vocabulary questions like antonym and analogies in the VR section and increased readingcomprehension type of questions. For the QR section, we increased data interpretation type of questions and introduced realworld problem-solving types of questions.

You have changed the scoring pattern too. Why?

This is a major change brought about for score users - business schools and graduate schools who judge proficiency of candidates based on their scores. The scale that we had earlier for VR and QR had 10-point increments. We realised that often they would misinterpret small differences between scores as large differences. For example, a candidate who has secured 620 in VR vis-a-vis a candidate who has secured 600, is actually ahead only by two score/ scale points, while the score users might misinterpret it as a 20 point difference. In the revised scale, it is a one-point increment. This will help minimise misinterpretation by score users.

JNU makes it to top 100 in world university rankings

The Jawaharlal Nehru University (JNU) has made it to the top 100 in the QS World University Rankings this year. QS, for the first time, has released a subject-wise list in which the English department of JNU - Centre for English Studies - has been ranked among the top 100 English departments in the world. Apart from the English department , JNU's departments of geography and area studies, and politics and international studies too, have found a place in the top 100.

Saugata Bhaduri, chairperson, centre for English studies (CES), school of language, literature and culture studies, JNU, says, "Though JNU has been rated as one of the top 100 universities of the world in the past, it is for the first time that the agency has considered individual departments around the world. I am proud that CES has been ranked in the bracket of 51-100 ."

Having achieved this position of standing as one of the top departments in the world, Bhaduri is eager to sustain this position in future too. "I feel that we have to face immense challenges to upgrade to higher levels in the coming lists."

According to Nunzio Quacquarelli, managing director, QS, the subject-wise ranking was launched this year to help students refine their study choices since they show university excellence in a particular area of study on a global scale.

"Students are increasingly looking to pursue their graduate or postgraduate degree overseas. For the student and his/her family, studying abroad represents a major investment , and it is not surprising that people want detailed information upon which to base their educational investment decision. The role of rankings, in this context, is important," says Quacquarelli.

"Our research of tens of thousands of applicants over the last decade shows that students form a clear picture of the subject that they wish to study first, and then decide where they wish to study," he adds. The process of research for the department listing was long; from identifying the subject disciplines, gathering, verifying and analysing data from various universities, focusing on academic and employer reputation, using a measure of citations per faculty, to adaptive compilation and final screening. "The collection of independent and objective data on the performance of universities across a range of measures, such as entry standards , student satisfaction, tuition fees and graduate employment rates, is likely to be helpful for all those concerned with making the right choice on where to study," says Quacquarelli.

The entire credit of this achievement, as per Bhaduri, goes to the quality of research that their students review and the quality of publications that the faculty reviews.

He adds, "The CES has been at the forefront of cuttingedge research in the field of literature and culture studies in English for more than two decades now, with phenomenal output in publications, papers and research projects from both faculty members and students."
